Subject: Call for a Constituent Assembly of the United States of Europe
Esteemed Presidents of the Republics, Kings and Queens, Heads of Government and Members of Parliaments,
European citizens want a democratic, liberal, strong Europe. We want our continental homeland to resist the authoritarian temptations that have affected Russia and even, once again, some Eastern European countries. Within Europe, there are forces waging asymmetrical warfare on behalf of foreign powers. Both the Russian government and many tycoons around the world distort information to bring back the rule of force and the cynical power of absolute states. Enemy spies and agents work against the idea of Europe born in 1957.
The signatories of this petition know that the right to pensions, holidays, the rights to dignity, health and dissent – which is called freedom – are born out of the culture of Europe born after two devastating world wars with tens of millions of dead. We, the Old Continent, had the largest share of these victims and directly experienced some of the worst dictatorships in history.
Dear leaders and representatives of the people, we demand that a Constituent Assembly for the foundation of the United States of Europe be started immediately, in the name of all the people of Europe.
A Constituent Assembly is necessary, because the current treaties can be integrated into a new constitution, but the existing treaties can hardly evolve into a real constitution.
We demand that every country that meets the requirements of democracy, respect for opposition, individual freedom, and respect for civil laws and regulations be allowed to participate in the foundation process. Each country shall have the right to appoint, through its national parliament, between five and thirty delegates based on principles of equal distribution according to the population, wealth produced and subsoil wealth of each participating country, using data from the European Statistical Service as a basis. The delegates shall be equally divided between the majority and opposition parliamentary groups in each national parliament.
The United States of Europe will have primary competence according to the will of the Constituent Assembly, starting with Defence and Foreign Policy. It will have financial autonomy and will regulate direct and indirect taxation, economic and fiscal balances in such a way that they do not oppress individual freedom of initiative and form the cornerstones of mutuality and cooperation between European citizens. The pillars of the federal state will be: the liberal-democratic heritage, the free movement of persons, goods and capital, the sharing of the principles of justice and freedom, where individual rights are accompanied by the prerogatives and duties of national states and the European federal state, for the protection of Individuals, Regional, National and European communities against external enemies and aggressors.
We demand that there be no further delays and that the Constituent Assembly be convened by 31 December 2025. It will be in session for twelve months to give us the European Constitutional Charter. The proposal of the Constituent Assembly will then be submitted to a confirmatory popular referendum in all participating countries by 30 June 2027.
In the aftermath of the Second World War, for Italy and other countries in Europe, such timescales made it possible for solid democracies to emerge. Today, they are crucial given the need to prevent the logic of brute force from being the only principle governing international relations. A strong Europe, standing up for Freedom and Peace, is the best antidote to prevent a war of all against all. Let us proceed with the founding of the United States of Europe.
